Directions: In the Fall of 1864 and Winter of 1865, 191 representatives from 26 of the 36 states gathered to abolish slavery. However, George H. Pendleton had other ideas: To have the Civil War come to an end with slavery still being legal in the border states and West Virginia. As a member of the House of Representatives, it is your goal to argue several different points of debate and ultimately decide whether the 13th Amendment should be ratified.
The Essay: Should be between 1 ½ to 2 pages and include a bibliography. The paper is to be written in the first person, point of view.
